It works in survival and creative, and it is made for fast progression rather than balance. What it adds
A standard fishing rod (string and sticks) is the whole entry fee, so a few spider kills are enough to start. Cast into any water source and every catch is random. Some catches are bonus chests that can be opened for more loot.
