From The Fog is a horror mod for Minecraft Java Edition that brings Herobrine into your world in a way the creators describe as true to the legend. It runs on Fabric, Forge and NeoForge, and the same project ships a plain datapack for players who want no loader. The server needs it. The client copy is optional.

NeoForge releases start at Minecraft 1.21.2 and run to 1.21.10, so 1.21.1 has no NeoForge file. Fabric and Forge cover 1.19 to 1.21.10, and the datapack covers the same range. Check the file list for your exact version before you download.
Does From The Fog support Minecraft 26.1 or 26.2?
Not yet. The newest release is 1.11.2, and its ceiling is Minecraft 1.21.10 on every loader and on the datapack. No release for 26.x is listed. If you play a 26.x world, pick a different mod or stay on 1.21.10.
Do players need From The Fog on the client?
