If tapping the file doesn't show Minecraft as an option, use the Share sheet from inside Files, scroll the app row until you see Copy to Minecraft, and tap that instead. What to do with a .zip file instead of .mcpack
Some sites still package Bedrock texture packs as a plain .zip instead of .mcpack. The fix is renaming the file extension from .zip to .mcpack, then opening it the same way as any other pack. This works because a .mcpack file is a .zip file with a different extension, nothing more. Minecraft only checks the extension to decide whether to offer the import screen.

How to activate texture packs in Minecraft PE

Global Resources applies a pack everywhere, including new worlds you create later. Applying it inside one world only affects that world and its saved settings. If a pack imported correctly but the game still looks unchanged, this activation step is almost always the missing piece.
Where texture pack files are stored
On Windows, imported Bedrock packs live at %appdata%\Minecraft Bedrock\users\shared\games\com.mojang\resource_packs. That's useful if you want to check a pack manually, back it up, or drop in a pack you already have as a folder instead of a .mcpack file. On Android and iOS, the app sandbox on modern versions of both operating systems keeps that folder out of reach. There's no supported way to browse into Minecraft's own storage on a phone, which is exactly why the .mcpack import is the path both platforms are built around, not a workaround.
