The project lists vanilla, OptiFine, and Sodium as supported setups. Sodium replaces Minecraft's renderer, so the pack's lighting changes do not load on their own there. The creator points Sodium users at PolyTone, a small companion mod that restores the pack loading path Sodium drops. Install PolyTone alongside Sodium and the pack behaves the same way it does on vanilla. On OptiFine no extra mod is needed.
Known limitations
Maximum brightness flattens the game's atmosphere. Caves stop feeling like caves, night stops feeling like night, and the lighting contrast that makes builds look good goes with it. If you only want to spot ores in the dark without losing the mood, Glowing Emissive Ores is a narrower answer. The other limit is version drift. Because the effect depends on the game's current lighting files, a build made for one Minecraft version can quietly do nothing on a newer one, so match the pack version to your game.

Yes on both, with one condition. OptiFine needs nothing extra, so the pack loads and applies straight away. Sodium replaces the vanilla renderer and drops the pack loading path this effect relies on, so you also need PolyTone, a small companion mod, installed next to Sodium. Without PolyTone the pack will appear in your list and do nothing.
Is Fullbright UB allowed on multiplayer servers?
It depends entirely on the server. It is a client-side pack, so nothing is installed server-side, but some servers and anticheat setups treat brightness modification as an unfair advantage and ban it. Others push their own resource pack that overrides yours on join. Read the rules of the server you play on before enabling it, because we cannot tell you what any given server allows.
